Flint City Councilman Scott Kincaid to Step Down as President

Flint City Councilman Scott Kincaid will not seek to remain as council president. According to NBC 25, Kincaid has been council president several times over the 29 years he's been on the council, including the last three years. Josh Freeman of the 4th Ward and Eric Mays of the 1st Ward have both said they would like to serve as the next council president. Kincaid said he intends to back Freeman for the role. The council will vote for a new president on November 10th.
