Flint Attorney Terry Bankert joined Brenda and Dan today to talk about revising the Flint City Charter.  Bankert favors a city manager model for the city of Flint,  a change that would required revision of the Charter.   Former City Administrator Darnell Early is an example Bankert suggested of someone with the competence and expertise needed to lay out the sound management, rather than the political, decisions required.  Instead of reporting to the mayor, as the City Administrator did, a City manager would be appointed by and report to the city council.  This would leave ultimate control still in the hands of locally elected officials.

Should the Flint City Charter be revised?  Bankert suggested the current Charter hasn't prevented Flint from basically entering state receivership for the second time now in less than 10 years.
