With a state appointed Emergency Financial Manager coming for Flint, major changes have been going on at City Hall. Just last week, Mayor Dayne Walling fired the city's Finance Director Michael Townsend along with two staff from the Department of Community and Economic Development. Now word has come down that the city's treasurer, Doug Bingaman, has retired early.

Walling told Mlive that Bingaman retired yesterday making it effective immediately. Bingaman's retirement was completely his decision according to Walling and came a few month earlier then originally planned.

Walling expects more changes to occur as he transitions into a new term and the city is likely taken over by the state by an emergency financial manager who will have the power to cut pay, change union contracts and make other personnel changes.
