A Fort Wayne Newspaper is saying that the $230 million dollar investment in its truck plant is a competition with other plants, not  an upgrade, says milve.com:

A Flint-based GM spokesman and the shop chairman for UAW Local 598 in Flint said this week that project isn't a competition between the two plants.

Flint-based GM spokesman Tom Wickham said in an e-mail today that "there is no competition" for the upgrade.

"This is a normal process for reviewing potential investments at a facility," Wickham said. "Securing local and state incentives is part of the process of ensuring that a product can be built competitively at a given site. However, there is no direct competition with Flint on this."
