At Monday night's Flint City Council meeting, residents got their chance to speak on Emergency Manager Darnell Earley's proposed budget. The two year budget proposal includes cuts of 36 police department jobs and 19 firefighter positions. According to ABC 12, the budget also calls for increased fees for trash and street lighting. The city has a $12 million shortfall.
