Update: Brown, who cited personal reasons for resigning, will be replaced by Saginaw City Manager Darnell Earley. According to a news release from the Michigan Department of Treasury, Early's appointment will be effective October 1. He and Brown will work together during a month long transition period. Brown's last day will be October 31st.

Earley has been city manager in Saginaw for the last eight years. Prior to that, Earley served as city administrator in Flint and also did a six-month temporary stint as mayor in 2002.

In a statement, Governor Snyder said "Darnell Earley has extensive experience in municipal government and his familiarity with the City of Flint and its finances will be an essential asset as he transitions into the role of emergency manager. I am certain he will work together with the mayor, other elected officials, residents and community leaders to resolve the city's fiscal crisis with the goal of returning Flint to local control as quickly and efficiently as possible."
