The World Trade Center memorial reached its $350 million fundraising goal in 2008. The foundation that built the Pentagon memorial raised $22 million — the entire cost of construction — between 2004 and 2008. But a permanent memorial for the victims of Flight 93 is still $10 million short of its goal.

The Flight 93 National Memorial near Shanksville, Pa. will be dedicated next month on the 10th anniversary of the terror attacks. To date, the National Park Foundation has raised $20 million of the $30 million in private donations needed to build a permanent memorial. The final $10 million must be raised by the end of the year, which could prove difficult because on average the foundation has raised only $2.3 million per year.

As many as 150,000 people a year visit the site where the hijacked plane was brought down through the actions of its 40 passengers and crew. If the Shankville memorial can meet its fundraising goal, it will build a visitor’s center, a memorial plaza and a 93-foot-high Tower of Voices that will be hung with 40 wind chimes. Without the money, such plans will likely have to be delayed or re-evaluated.
